The CHSE Orissa was created in Orissa secondary education Act 1982. It was established to regulate the development of higher education in Orissa. Council's administrative task started from 7/9/1982. It started operation from Goutam Nagar in a rented building.
After a few years, building the Council's administrative building in Samantapur at Bhubaneswar. Council works from its own building since 2 January 1996. The name of the council campus is "PRAJNAPITHA.
